Draft Rent Stabilization & Tenant Protection Ordinance

The City of Salinas has been engaging the community in the development of a rent stabilization and tenant protection ordinance. The goal of a rent stabilization ordinance is to protect tenants from unaffordable rent increases while providing landlords a reasonable return on investment through a maximum annual rent increase.

Working with consultant Economic & Planning Systems, Inc. (ESP), multiple community meetings were held during the development of the draft ordinance, and ESP provided analysis and recommendations throughout the process. Through outreach efforts and assistance from community organizations, almost 29,000 community members were reached through social media and announcements, which includes over 1,100 survey responses. Additionally, approximately 200 people attended the in-person community meetings.

The draft ordinance also includes language on just cause eviction and tenant protection, as well as anti-harassment. 

The draft ordinance will be presented to the City Council on August 20, 2024, but there are still opportunities to get involved:
