The EMP initiative was created to provide non-congregate shelter options to individuals experiencing homelessness. The goal is to increase emergency shelter beds to protect human life and minimize the strain on health care system capacity as well as support Health & Safety cleanup efforts in Salinas and throughout Monterey County. This is an emergency shelter and should not be considered permanent supportive housing. This is a joint funded program between the City and the County of Monterey. The City is operator and the administrative entity of the program.
