To be consistent with appropriate use of traffic control devices and in response to increasing red zone requests, the City has approved a red zone policy with criteria for when to install red zones. Specifically, the policy restricts the installation of red zones for parking control purposes on residential streets and provides guidance and uniform criteria to respond to a request for removing parking on residential streets.
The Salinas Disabled (Blue) Parking Zones Policy on Residential Streets restricts the installation of Disabled (Blue) Zones to specific locations. The policy intends to ensure that disabled parking on residential streets are installed where they are most needed and that residents who are disabled to have safe and convenient access to their homes and their vehicles.
The City regularly receives requests from residents, businesses, and institutions to install new marked crosswalks or to review existing crosswalks. The city initially developed the Crosswalk Policy Guidelines in 2014 to prescribe a formal and transparent process for marked crosswalk implementation. The Crosswalk Policy Guidelines are aimed at improving pedestrian safety and enhancing pedestrian mobility. The Crosswalk Policy Guidelines also establishes consistent standards to ensure uniformity of crosswalk design.
The City of Salinas has adopted a Neighborhood Traffic Management Program (NTMP) to address and resolve Salinas neighborhood traffic concerns. These new tools and their appropriate applications provide a response to the negative effects of speeding and traffic volumes on Salinas neighborhood streets. The Institute of Transportation Engineers defines "traffic calming" as "the combination of mainly physical measures that reduce the negative effects of motor vehicle use, alter driver behavior, and improve conditions for non-motorized street users."
