Business Licenses
- For business licenses that expire December 31, 2024 you will be receiving your renewal notice in January 2025. Payments must be made in person at City Hall or sent in by mail. Online payments will not be available for this renewal cycle.
- For a new business license, complete the application(PDF, 72KB) and email it to ebizlicense@ci.salinas.ca.us to start the process.
- For changing your business license information, please email ebizlicense@ci.salinas.ca.us
Before an application can be submitted to ebizlicense@ci.salinas.ca.us, you MUST contact and submit your completed application to Planning: currplanwebmail@ci.salinas.ca.us for zoning or Home Occupancy Permit (HOP) (for business conducted out of your residential home) approval/signoff.
Parking Permits
- For Parking Permits (Downtown), you can obtain them directly via PMB (Parking Management Bureau). They will have a website providing access to online purchase of parking permits in the coming weeks. In the meantime, you can contact them directly at 1-800-700-4417.
- For Residential Preferential parking, if you are a new resident and are having trouble registering, it is most likely because the old resident has not canceled, so we need to make the change for you. Please email your address and proof you live at the new address to eParking@ci.salinas.ca.us
Garage Sale Permits

For Garage Sale Permits, complete the application(PDF, 266KB) and email it along with a copy of your Driver's License for proof of address to eGarageSale@ci.salinas.ca.us to obtain your permit. Completed applications may also be submitted in person at the Finance Department.
Garage/Yard sales are regulated by Chapter 15A of the Salinas Municipal Code. A permit, which may be obtained for a fee of $15.00 from the Finance Department, is required for all residential garage/yard sales. Questions or complaints regarding garage/yard sales may be directed to (831) 758-7211. Please allow 3 business days for your request to be processed.
Effective October 2nd, 2023, Finance Department Revenue Division will be located at City Hall, 200 Lincoln Ave.
All Finance transactions, including business license applications and renewals, parking permits, garage sale permits, and impounded vehicle release fees will be processed at the Finance Department in City Hall.
The Finance Department provides coordination and direction of all fiscal operations of the City. This includes but is not limited to:
- Directing, monitoring and controlling all assets and financial operations of the City.
- Providing a framework for financial planning and analysis to support the operation and management of all City Departments.
- Financial administration of the Successor Agency to the Former Salinas Redevelopment Agency, Assessment Districts, Enterprise Operations, Internal Services and Trust Funds, and the City’s General Fund.
Departmental responsibilities include long-range financial planning, budget management, accounts receivable and payable, payroll, retirement administration, general accounting and reporting, debt administration, purchasing, revenue and licensing, information technology and assessment district administration.
