Construction Project Bids
The City of Salinas is currently accepting bids for construction projects listed at PlanetBids.com. Prospective construction project bidders must register on the Planet Bids web site to view and print construction bid packages. Only registered bidders will receive updates and addenda. New Local Purchasing Preference To Be Applied To Contracts
In late 2015, Salinas City Council amended the City’s Local Purchasing Preference Ordinance to include professional services and Public Works contracts that exceed five thousand dollars ($5,000) (Sec.12-28.060).
Local Purchasing Preference (Article III A.) - In determining the lowest responsible, responsive bidder, bidders who qualify as a local business enterprise shall receive a ten-percent preference. If application of the ten-percent preference results in a responsible, responsive local business enterprise's bid being at or lower than the non-local business enterprise, the contract shall be awarded to the local business enterprise at the local business enterprise's bid amount.
In order to be recognized as a “local business”, contractors must submit a Declaration of Local Business form to the City’s Finance Department.

Request for Qualifications for Advanced and Current Planning Services On-Call List
The City of Salinas (the City) is seeking to establish a list of qualified consulting firms (Consultants) to perform long-range and current planning services on an “on-call” basis.
The City sometimes requires additional professional planning services and expertise to augment/increase internal capacity. This may be as either a technical consultant managing a project or as an extension of City staff. The City will review qualifications and create a list of on-call consultants. The City does not expect team responses will necessarily include each focus area, or expertise in every aspect of each focus area.
