Real Estate Management & Site Attraction

The Real Estate Services manages the City’s real estate portfolio, provides real estate services to City departments, and represents the City in third-party transactions. RES’s areas of expertise include acquisition, disposition, surplus sales, leasing, relocation, valuation, telecommunications, and property management.

The site attraction process involves identifying and attracting investors or stakeholders to a specific location or site for development or investment purposes. Creating a compelling site attraction summary is crucial to effectively communicate the potential of a site and generate interest among potential investors.

The City of Salinas has had five Census Tracts designated as Opportunity Zones. 

Project Sites

There are a number of potential sites in the Opportunity Zone which could be used for development.

Lincoln Avenue Corridor

Lincoln Avenue is located in Downtown Salinas, just two blocks from Main Street.  It is currently mostly occupied by government buildings and street-level parking.  The City's Downtown Vibrancy Plan envisions the corridor being transformed to accommodate a new Civic Center, a parking garage, and mixed-use development. 

On November 3, 2020, the City released a Notice of Availability for seventeen parcels of land which have been identified as Surplus Land pursuant to the Surplus Lands Act.  The City will accept Letters of Interest from prospective developers/users of the properties through January 3, 2021.  More information may be found in this Notice of Availability.  Questions should be submitted to Michael Gomez, Economic Development Analyst, at michaelgo@ci.salinas.ca.us.  This page will be updated periodically as new information becomes available.

Division Street

On October 1, 2020 the City of Salinas released a Request for Proposals for seven properties located on Division Street in Salinas.  Division Street offers a rare infill opportunity to develop vacant/underdeveloped land in the most densely populated area of the City, East Salinas. The City seeks to identify and select a Development Team which possesses the experience, financial capacity, and desire to design, build, and manage the development of a project that implements the vision articulated by the community for the Division Street Opportunity Site in the Alisal Vibrancy Plan, with preference given to the production of affordable housing.

Site Selection

We assist new and existing businesses in finding sites for their business. We work closely with the local real estate brokerage community, property owners and developers to help you find existing buildings or properties that could be developed.

Economic Development Incentive Policy

The Salinas Economic development incentives are policies and measures implemented by the City Council at various levels to attract and promote economic growth, investment, and job creation within the City limits. These incentives are designed to encourage businesses to establish or expand their operations, stimulate local economies, and enhance the overall prosperity of a region.
